The Children of William and Elizabeth Jenkinson Fulton
James Albert Fulton
Born April 23, 1868 Died August 17, 1941

Above left is James Albert Fulton cut from the 9 Fulton siblings photo. The photo to the right is believed to be James' wife Mary Siebel and their eldest child Elizabeth Bell Fulton taken in 1898. The photo in the possession of Susie Jenkinson Hatfield of Salina, Kansas in not labeled, but it was photographer name and location of Spencer, Iowa is listed. From the age of the photo, the only member of the Fulton-Jenkinson Family of Waukegan living in Spencer, Iowa around 1900 were James Albert and Mary Siebel Fulton.
James Albert Fulton was born on April 23, 1868 in Waukegan, ILL. He was baptized at Christ Episcopal Church in Waukegan as recorded in the register, but the baptism date is missing. James married Mary “Nannie” Sieble about 1897. James is living in Clay County, Iowa in 1900, occupation Farmer. I have no information on how or why he came to be in Iowa. It appears he met his wife there as she was born in Iowa. James seems to have left Waukegan by at least 1889 as a City Directory existing from that year does not list him, but does list his younger brother John R. still living at home. His obituary indicates he operated a farm three miles north of Gurnee, ILL (near Waukegan) before moving to Iowa. Older brother Joseph was living in Mason City, Iowa in the late 1880’s and perhaps there is some connection, although Mason City is about 100 miles east of Clay County. James’ obituary indicates he became a farmer in Iowa about 1894. In any case, in 1900 James (who often went by Albert) was living in Lincoln Township, Clay County, Iowa as a Farmer. He had three children. His wife Mary died on September 29, 1903 and is buried in Riverside Cemetery in Spencer, Clay County, Iowa. James never remarried. Soon after Mary’s death, his parents William and Elizabeth Jenkinson Fulton moved to Iowa to live with him. It seems likely that they came more to help him out than to simply retire in Iowa. His mother continued to live with him after William’s death in 1909 until sometime between 1914 and 1915 when Elizabeth moved back to Waukegan, likely as James’ children were now getting old enough to care for themselves. James continued to live in Clay County, Iowa as a farmer until about 1929 when he moved back to Waukegan to live with his married daughter Mrs. Clara Washburn. In the 1930 Waukegan census James is living with Clara and her husband. James’ occupation is listed as a truck driver.
James died in Waukegan, ILL., on August 17, 1941 and is buried next to his wife Mary in Riverside Cemetery in Spencer, Clay County, Iowa.
From obituary in Waukegan Post, August 18, 1941:
"James Fulton Dies; Rites Held Today. James Albert Fulton, 73, of 33 Sumac ave., a native of Waukegan, died early yesterday at Lake county general hospital. He was a retired farmer. During his young manhood, Mr. Fulton operated a farm three miles northwest of Gurnee. He spent 35 years as an Iowa farmer, retuning to Waukegan 12 years ago. Surviving are a daughter, Mrs. Clara Washburn, Waukegan; a son Frank, Chicago; two sisters, Mrs. Ada Groth, Spencer, IA., and Elizabeth Johnson, Clarien, IA.,(my note: this is in error, Elizabeth was his daughter, not his sister) and three brothers, Robert, Pasadena, Calif., Joseph, Liberty, Mo., and Frank, Waukegan. Dean Howard E. Ganster officiated services today at the White and Tobin funeral home. The body will be sent to Spencer, Ia., for burial.
James Albert Fulton and Mary “Nannie” Sieble had three children:
(1) Elizabeth Belle Fulton, born in April 1898 in Iowa. She married Harvey Johnson in Iowa in about 1918. In the 1930 census, Harvey and Elizabeth are living in Kossuth County, Iowa. They had two children as of 1930, Betty age 9 and Harold age 5. Betty married Tom Collins who was a lawyer in Washington D.C. Betty also worked on Capital Hill. They had no children. Betty died in 1989. Harold (full name Harold Fulton Johnson) is a retired career Air Force fighter pilot, is married with 2 grown children and lives in Port Charlotte, FL.
(2) Frank A. Fulton, born in 1900 after June 5th as he is not listed in the 1900 census taken on that day. His is living with his Father in the 1910 and 1910 Clay County, Iowa census. In 1930 he is living in Chicago and married for 1 year, no children. His wife’s first name is Margorie. Occupation 1930 census, Statistician for printing company. Frank is listed in the 1941 obituary of his Father as living in Chicago. Frank and Marjorie had three children; James Albert, Arthur, and Barbara.
(3) Clara M. Fulton, born July 28, 1902 in Clay County, Iowa. She married Justus H. Washburn about 1923. In 1930 census they are living in Waukegan and have two children, Robert age 6 and Margorie age 4. Clara died in Waukegan, ILL., on May 8, 1975. Justice died in 1968. Robert is living in a nursing home and his wife Mary (Knickerbocker) lives in Gurnee, ILL. Robert and Mary had two daughters Sandra Lee and Linda. Sandra Washburn married Tom Stolarick and they had three daugthers. Sandrea passed away in 2003. Margorie Ann Washburn (1925-2004) married John Engnath (1925-1973) and they had two children Kathy and Gerald John Engnath. Kathy married Edwin Urban and they live in Hampshire, Ill.
The photo to the left is unlabeled and in the possession of June Groth Cuttell of Spencer, Iowa. It was taken in Waukegan, Ill. June's Grandmother Elizabeth Jenkinson Fulton lived for some time in her later years in Spencer, Iowa, and many of the old pictures June has are of Elizabeth Fulton's children and granchildren. Based on the logical assumption that these are Grandchildren of Elizabeth Jenkinson Fulton and by process of elimination by sex and age and due to a strong resemblance to the photo on the right, my educated guess is that these are the three children of James Albert and Mary Siebel Fulton of Spencer, Iowa. l-r Clara, Frank, and Elizabeth.
The photo below to the right is the wedding photo of Justus Washburn and and Clara Fulton.

In the photo below to the right are sisters Elizabeth Bell "Lizzy" Fulton Johnson and Clara Mildred Fulton Washburn. To the left is a family friend and Marjorie Washburn, daugther of Clara.
